SEC. 3511. AUTHORIZATION OF APPROPRIATIONS. Except where otherwise provided in this subtitle (or an amendment made by this subtitle), there is authorized to be appropriated such sums as may be necessary to carry out this subtitle (and such amendments made by this subtitle).
