Summary
Requires SAMHSA to award five-year (with potential for renewal) competitive grants to higher education institutions and/or nonprofit research institutions (public or private) to establish national centers of excellence for depression. Calls upon the Secretary of HHS to designate one recipient of such grants as the National Coordinating Center with certain requirements to establish and maintain a national database. Requires $1 in matching funds for each $5 in federal funds.
Requires the Secretary to issue report cards to each Center of Excellence to rate their performance and to develop recommendations (due by September 30, 2015) to the Centers and the Congress on improvements and ways to expand services to include other types of mental disorders. Authorizes (but does not appropriate) $100 million for each of FYs 2011-2015 and $150 million for each of FYs 2016-2020.
