Summary

Expands the original authorization of PHSA cultural competency, prevention, and public health and individuals with disabilities training programs to require collaboration and dissemination (e.g., model curricula and evaluation components) criteria.  Authorizes to be appropriated (but does not delineate a separate Congressional appropriation) such sums as may be necessary for each of FYs 2010-2015.

SEC. 5307. CULTURAL COMPETENCY, PREVENTION, AND PUBLIC HEALTH AND INDIVIDUALS WITH DISABILITIES TRAINING. (a) TITLE VII.—Section 741 of the Public Health Service Act (42 U.S.C. 293e) is amended— (1) in subsection (a)— (A) by striking the subsection heading and inserting ‘‘CULTURAL COMPETENCY, PREVENTION, AND PUBLIC HEALTH AND INDIVIDUALS WITH DISABILITY GRANTS’’; and (B) in paragraph (1), by striking ‘‘for the purpose of’’ and all that follows through the period at the end and inserting ‘‘for the development, evaluation, and dissemination of research, demonstration projects, and model curricula for cultural competency, prevention, public health proficiency, reducing health disparities, and aptitude for working with individuals with disabilities training for use in health professions schools and continuing education programs, and for other purposes determined as appropriate by the Secretary.’’; and (2) by striking subsection (b) and inserting the following: ‘‘(b) COLLABORATION.—In carrying out subsection (a), the Secretary shall collaborate with health professional societies, licensing and accreditation entities, health professions schools, and experts in minority health and cultural competency, prevention, and public health and disability groups, community-based organizations, and other organizations as determined appropriate by the Secretary. The Secretary shall coordinate with curricula and research and demonstration projects developed under section 807. ‘‘(c) DISSEMINATION.— ‘‘(1) IN GENERAL.—Model curricula developed under this section shall be disseminated through the Internet Clearinghouse under section 270 and such other means as determined appropriate by the Secretary. ‘‘(2) EVALUATION.—The Secretary shall evaluate the adoption and the implementation of cultural competency, prevention, and public health, and working with individuals with a disability training curricula, and the facilitate inclusion of these competency measures in quality measurement systems as appropriate. ‘‘(d) AUTHORIZATION OF APPROPRIATIONS.—There is authorized to be appropriated to carry out this section such sums as may be necessary for each of fiscal years 2010 through 2015.’’. (b) TITLE VIII.—Section 807 of the Public Health Service Act (42 U.S.C. 296e–1) is amended— (1) in subsection (a)— (A) by striking the subsection heading and inserting ‘‘CULTURAL COMPETENCY, PREVENTION, AND PUBLIC HEALTH AND INDIVIDUALS WITH DISABILITY GRANTS’’; and (B) by striking ‘‘for the purpose of’’ and all that follows through ‘‘health care.’’ and inserting ‘‘for the development, evaluation, and dissemination of research, demonstration projects, and model curricula for cultural competency, prevention, public health proficiency, reducing health disparities, and aptitude for working with individuals with disabilities training for use in health professions schools and continuing education programs, and for other purposes determined as appropriate by the Secretary.’’; and (2) by redesignating subsection (b) as subsection (d); (3) by inserting after subsection (a) the following: ‘‘(b) COLLABORATION.—In carrying out subsection (a), the Secretary shall collaborate with the entities described in section 741(b). The Secretary shall coordinate with curricula and research and demonstration projects developed under such section 741. ‘‘(c) DISSEMINATION.—Model curricula developed under this section shall be disseminated and evaluated in the same manner as model curricula developed under section 741, as described in subsection (c) of such section.’’; and (4) in subsection (d), as so redesignated— (A) by striking ‘‘subsection (a)’’ and inserting ‘‘this section’’; and (B) by striking ‘‘2001 through 2004’’ and inserting ‘‘2010 through 2015’’.
