3306 - Funding Outreach and Assistance for Low-Income Programs

Summary

Provides funding from 2010 through 2012 for state health insurance programs (SHIPs), Area Agencies on Aging (AAAs), Aging and Disability Resource Centers (ADRCs) and the National Center for Benefits and Outreach and Enrollment. Up to $45 million per year is allocated for these purposes.

A variety of grant opportunities under this provision have been launched prior to the end of 2012. See the HHS Administration on Aging website for a current list of open grants for these organizations.

 In a related development, on May 22, HHS’s Administration for Community Living posted a grant for the “Medicare Improvements for Patients and Providers Act (MIPPA): Medicare Savings Program, Low Income Subsidy & Prescription Drug Enrollment Assistance through the Aging Network, State Health Insurance Assistance Program and Aging & Disability Resource Centers.” The ATRA reauthorized these MIPPA efforts with funding for FY 2013; ACA section 3306 had provided funding in 2010-2012. The closing date for applications is June 20, 2013.

On July 7, CMS announced that ACL is reopening the funding announcement for states that did not submit state plans in 2014 to now submit a two-year MIPPA state plan to conduct MIPPA activities over the remaining life of grants for Medicare Part D enrollment and outreach.

 

P.L. 113-93, the Protecting Access to Medicare Act of 2014 (i.e., the “doc fix”), which was signed into law on April 1, contains a provision at section 110 of the law that amends ACA funding to extend support for outreach and assistance for low-income programs.

On June 27, ACL announced the availability of funds (initially authorized via the MIPPA) to support state plans for Medicare Savings Program (MSP), Low Income Subsidy (LIS) & Prescription Drug Enrollment Outreach and Assistance. MIPPA state plans are due by August 4, 2014.

On Apr. 16, 2015, President Obama signed into law the Medicare Access and CHIP Reauthorization Act of 2015, which addressed these provisions of the ACA,

SEC. 3306. FUNDING OUTREACH AND ASSISTANCE FOR LOW-INCOME PROGRAMS. (a) ADDITIONAL FUNDING FOR STATE HEALTH INSURANCE PRO- GRAMS.—Subsection (a)(1)(B) of section 119 of the Medicare Improvements for Patients and Providers Act of 2008 (42 U.S.C. 1395b–3 note) is amended by striking ‘‘(42 U.S.C. 1395w–23(f))’’ and all that follows through the period at the end and inserting ‘‘(42 U.S.C. 1395w–23(f)), to the Centers for Medicare & Medicaid Services Program Management Account— ‘‘(i) for fiscal year 2009, of $7,500,000; and ‘‘(ii) for the period of fiscal years 2010 through 2012, of $15,000,000. Amounts appropriated under this subparagraph shall remain available until expended.’’. (b) ADDITIONAL FUNDING FOR AREA AGENCIES ON AGING.—Subsection (b)(1)(B) of such section 119 is amended by striking ‘‘(42 U.S.C. 1395w–23(f))’’ and all that follows through the period at the end and inserting ‘‘(42 U.S.C. 1395w–23(f)), to the Administration on Aging— ‘‘(i) for fiscal year 2009, of $7,500,000; and ‘‘(ii) for the period of fiscal years 2010 through 2012, of $15,000,000. Amounts appropriated under this subparagraph shall remain available until expended.’’. (c) ADDITIONAL FUNDING FOR AGING AND DISABILITY RESOURCE CENTERS.—Subsection (c)(1)(B) of such section 119 is amended by striking ‘‘(42 U.S.C. 1395w–23(f))’’ and all that follows through the period at the end and inserting ‘‘(42 U.S.C. 1395w–23(f)), to the Administration on Aging— ‘‘(i) for fiscal year 2009, of $5,000,000; and ‘‘(ii) for the period of fiscal years 2010 through 2012, of $10,000,000. Amounts appropriated under this subparagraph shall remain available until expended.’’. (d) ADDITIONAL FUNDING FOR CONTRACT WITH THE NATIONAL CENTER FOR BENEFITS AND OUTREACH ENROLLMENT.—Subsection (d)(2) of such section 119 is amended by striking ‘‘(42 U.S.C. 1395w–23(f))’’ and all that follows through the period at the end and inserting ‘‘(42 U.S.C. 1395w–23(f)), to the Administration on Aging— ‘‘(i) for fiscal year 2009, of $5,000,000; and ‘‘(ii) for the period of fiscal years 2010 through 2012, of $5,000,000. Amounts appropriated under this subparagraph shall remain available until expended.’’. (e) SECRETARIAL AUTHORITY TO ENLIST SUPPORT IN CON- DUCTING CERTAIN OUTREACH ACTIVITIES.—Such section 119 is amended by adding at the end the following new subsection: ‘‘(g) SECRETARIAL AUTHORITY TO ENLIST SUPPORT IN CON- DUCTING CERTAIN OUTREACH ACTIVITIES.—The Secretary may request that an entity awarded a grant under this section support the conduct of outreach activities aimed at preventing disease and promoting wellness. Notwithstanding any other provision of this section, an entity may use a grant awarded under this subsection to support the conduct of activities described in the preceding sentence.’’.
