Summary

Reauthorizes for faculty loan repayments and fellowships via a direct appropriation in the amount of $5 million for each of FYs 2011-2014.  Also reauthorizes educational assistance scholarships for disadvantaged students (SDS) via a direct appropriation of $60 million for FY 2010 and such sums as may be necessary for FYs 2011-2014.

2013

Prior to January 2013, HRSA took steps to implement this provision, particularly in light of having secured a direct appropriation to fund SDS programs as evidenced by the latest round of funding (see FY 2012 funding opportunity here).  For further information on the latest activities and potential funding opportunities, visit the program’s homepage.

On a related note, on May 14, HRSA announced the official opening of the 2013 Faculty Loan Repayment Program for which applications are due by 7:30pm ET on June 27.

On July 10, 2013, HRSA posted aninformation collection pertaining to the renewal of data collection efforts associated with the Scholarships for Disadvantaged Students (SDS) Program, which was reauthorized under this provision of the ACA.  Comments are due within 60 days of its publication, putting the deadline around September 10, 2013.

On Nov. 7, HRSA issued an information collection notice regarding the Scholarships for Disadvantaged Students (SDS) Program.

On December 30, 2013, the NIH announced three funding opportunities to enhance workforce diversity research. Details here.

2014

On a related note, on May 27, 2014, HRSA convened a technical assistance call to discuss the Faculty Loan Repayment Program, which provides financial assistance to health professions educators from disadvantaged backgrounds. Details on the FOA, for which applications are due by June 26, are available here.

On July 14, HRSA announced the award of roughly $94 million to support a number of programs, many of which buttressed by the ACA, to strengthen and expand the health care workforce.

2016

On July 20, HRSA awarded $42.3 million to 78 health professions schools to provide scholarships to students from disadvantaged backgrounds who have financial need in order to increase diversity in the health workforce.

SEC. 5402. HEALTH CARE PROFESSIONALS TRAINING FOR DIVERSITY. (a) LOAN REPAYMENTS AND FELLOWSHIPS REGARDING FACULTY POSITIONS.—Section 738(a)(1) of the Public Health Service Act (42 U.S.C. 293b(a)(1)) is amended by striking ‘‘$20,000 of the principal and interest of the educational loans of such individuals.’’ and inserting ‘‘$30,000 of the principal and interest of the educational loans of such individuals.’’. (b) SCHOLARSHIPS FOR DISADVANTAGED STUDENTS.—Section 740(a) of such Act (42 U.S.C. 293d(a)) is amended by striking ‘‘$37,000,000’’ and all that follows through ‘‘2002’’ and inserting ‘‘$51,000,000 for fiscal year 2010, and such sums as may be necessary for each of the fiscal years 2011 through 2014’’. (c) REAUTHORIZATION FOR LOAN REPAYMENTS AND FELLOW- SHIPS REGARDING FACULTY POSITIONS.—Section 740(b) of such Act (42 U.S.C. 293d(b)) is amended by striking ‘‘appropriated’’ and all that follows through the period at the end and inserting ‘‘appropriated, $5,000,000 for each of the fiscal years 2010 through 2014.’’. (d) REAUTHORIZATION FOR EDUCATIONAL ASSISTANCE IN THE HEALTH PROFESSIONS REGARDING INDIVIDUALS FROM A DISADVAN- TAGED BACKGROUND.—Section 740(c) of such Act (42 U.S.C. 293d(c)) is amended by striking the first sentence and inserting the following: ‘‘For the purpose of grants and contracts under section 739(a)(1), there is authorized to be appropriated $60,000,000 for fiscal year 2010 and such sums as may be necessary for each of the fiscal years 2011 through 2014.’’
