Summary
As revised by section 10201(h) of the Senate Manager’s Amendment, for FYs 2010-2014, directs the Secretary of HHS to make allotments available to states (based on a specified formula) to implement personal responsibility education programs. Such programs are required to educate adolescents on both abstinence and contraception for the prevention of pregnancy and STDs consistent with certain requirements, as well as include certain adulthood preparation subjects (e.g., health relationships, financial literacy, etc.). Sets aside $10 million of the funding made available under this section for grants to implement innovative youth pregnancy prevention strategies and that target services to high-risk, vulnerable, and culturally-underrepresented youth populations. Other reservations of such amounts are specified per the section. Appropriates $75 million for each of FYs 2010-2014 to be available for these programs until expended.
