Summary
Directs HRSA, in consultation with the Health Care Workforce Commission, to establish a grant program to enable state partnerships to plan and implement comprehensive health care workforce development initiatives.
With respect to planning grants, authorizes a maximum one-year $150,000 planning grant to state workforce investment boards to carry-out these activities, with a minimum 15% match from each state partnership recipient. Broadly authorizes to be appropriated (but does not include a separate Congressional appropriation) $8 million for FY 2010 and such sums as may be necessary for each subsequent FY.
With respect to implementation grants, authorizes 2-year competitive implementation grants (with the possibility of up to 1 additional year of funding) to state partnerships. Requires that each state partnership reserve at least 60% of grant funding to make competitive grants available that encourage, among other things, regional partnerships. Delineates a minimum 25% matching requirement of each state partnership. Broadly authorizes to be appropriated (but does not include a separate Congressional appropriation) $150 million for FY 2010 and such sums as may be necessary for each subsequent FY.
