Summary
The White House released a $4.4 trillion Fiscal Year (FY) 2019 Budget Request titled, “An American Budget.” To account for the recently-enacted two-year agreement to raise the budget caps, the Administration also issued an addendum accompanying the President’s Budget Request.
The Budget would provide $68.4 billion in funding for the Department of Health and Human Services (HHS) – a roughly 21 percent ($17.9 billion) decrease over the 2017 enacted level. This includes a repeat proposal to dismantle the Affordable Care Act (ACA) and “additional reforms,” including block-granting Medicaid funding.
